Walking Within And Outside Acceptable Bounds

Once more WordPress has lost all idea about which post the following pictures are assigned to, so no fancy layout. Click the thumbnails to see a larger version…
The 19th of September saw these photos being taken. Before setting of for a walk to the Mega shopping centre, Anna had another little experimental toddle around the room, before settling into her pushchair for some fresh air. When we arrived at Mega, security guards swarmed the fountain whenever children even rested a foot on the wall, let alone ran/walked around it.

is that a cop or rent-a-cop? is it really illegal for a child (or anyone) to walk on the wall, or were they just giving you a hard time because they could?

Just a security guard – I seriously doubt there is any law specifically banning children from walking on low walls, it just amused me how they’d scuttle over, and act as though the parents were letting the kids throw stones at the glass windows or something. I can see why they might be concerned about safety (the water from the fountain could make the surface slippery), but you don’t see much of that fore-thought here in Kazakhstan, and I think one may have mentioned that they were concerned the wall would fall apart (maybe build a better quality one?). The land is private, so the guards can throw anyone out that they want to, I just wish they’d think ahead – hot day, water fountain + kids + wall = kids playing near water.
    hey ho.
