I’d call the telecom company and in my kindest voice ask that it be forgived!
When Nazgul went back to her parent’s last year I talked to her a few times not totaling more than a couple hours and the bill was over $500! I asked very kindly for AT&T to reconsider their assertion that the poor customer HAS to pay the bottom line. It was turned over to some other staff and in a week or so I found out they reversed the charges and gave me a nice warning to pay attention next time otherwise I would be responsible.

Zach, my friend, where do I begin? When you get over here, the very second you have to deal with anyone in a uniform or brandishing a stamp for documents, or sat behind a desk, _STOP_ thinking you’ll encounter any kind of Western/Western European/European sort of environment. If you don’t make this critical adjustment to your expectations, you’ll likely end up feeling bad about Kazakhstan.
The moment you switch to personal contact, be it through family, a friend of a friend, or even meeting someone at random, things are very often different, however the idea that you suggested would not work in a billion attempts here, I’d lay five years worth of my income on. If you knew someone who knew someone within the company, it is possible you’d find some sort of leeway over time taken to pay the bill, or some sort of data loss could occur to your account’s financial standing if palms were greased, but that would be the best you could ever hope for.
Looking forward to meeting up when you come over, and sorry it took so long to reply to this comment, I’ve been pretty busy.
