Before moving to another country, you need to ensure that your finances are in order. A state is not likely to want to give you permission to reside in their territory if you have a track record of taking out loans etc., and then defaulting on the payments. So if you have a personal or commercial collection agency currently chasing you for money, do make sure you settle all accounts before trying to move away.
